Abstract: Legislatures assign seats to subnational regions according to a tradeoff between territorial and population-based representation. While the political leverage of small and large territories seems fundamental to explain the regional distribution of resources, there is no measure of territorial vs. population apportionment in legislatures. This paper proposes a new index to capture this representation tradeoff. To illustrate its contribution, I compute it for all chambers worldwide and present legislatures’ comparative and statistical analysis. Differences and advantages related to the malapportionment measure are discussed. I argue that the new measure allows us to theorize and model the determinants and consequences of territorial vs. population-based representation. As examples, I provide simple stylized models of the endogenous choice of a legislature and the optimal design of a unicameral chamber.
